In Japan the mobile networks already do this. It only really works out because each handset model tends to be produced for just one network.
What handset manufacturers really need to do is just standardise on mini usb connectors and standard headphone jacks. At least if they care about being easy to use...

Latest news in:

The British government has decided to standardise mobile call prices for all operators and their services [voice, SMS and data access].

In a move designed to keep prices fair and to reduce the burden of mobile operators filing excessive profit reports, Tony Blair was quoted as saying
" We must improve efficiency in the Ministry of finance and by reducing the profit margins of the mobile operators from 98.2% we will have less work in in managing these profit reports, this will be evident on the bottom line for the Ministry of Finance's operational costs. Making profits is one thing, but for our people to have to count them is another"

Mr Blair when asked about the expected profitability from the 3G networks was quoted " Oh, we have no problems with any of that, it will be another 36 years before we see any impact from the investments made by the operators in 3G"

It was also rumoured that the government will also be looking into banning ringtones other than the type that go 'bring, bring' or 'ding, ding' - more news on this latest development shortly..........................................
