Or perhaps when I pass by a beggar in the street it will warn me not to encourage him by giving him some money (yes indeed, Wesminster have a bit of a reputation for moving beggars along). Or recognise that I have been stood for more than 2 minutes on Westminster Square and so warn me that it is illegal to have a gathering there. I applaud the council for using modern technology - they are definitely one of the more advanced councils around.
